Use the QApop report to find questions you want to run an ad. The most important parameters in this kind of ad targeting are Quora traffic and SEO traffic. Sort your report by these parameters and select questions with big traffic to get as many views of your ad as possible. 

Put selected questions to Quora ads manager:
